In 1974, congress enacted the Education For All Handicapped Children Act or Public Law 94-142. The law permits the use of federal dollars to be used for Early Intervening Services through Response to Intervention.

Response to Intervention (RTI) is an approach employed by schools to improve academic outcomes for children who are struggling. The technique focuses on pinpointing students who may need help by providing appropriate interventions, which are closely monitored.

Ideally, Response to Intervention (RTI) provides high quality instruction matched to student needs through a three-tiered model, and using rate of learning over time and level of performance for making important educational decisions.

In the RTI 3 Tier Model, roughly 80-90% of all students learn to read within the environment of general education curriculum. Five-10% are considered “At Risk” and require explicit reading instruction, while 1-5% of students fall into the group who need intensive reading instruction.

Discover Intensive Phonics has been successfully used in tier one and tier two with students in special education and those exemplifying learning problems like dyslexia, ADD, and ADHD. Since the reading software is instructional in nature and is fully narrated, students easily and comfortably work in an independent setting. Ideally the reading program is used as a supplement to teacher instruction.
