In 1974, congress enacted the Education For All Handicapped Children Act or Public Law 94-142. The law permits the use of federal dollars to be used for Early Intervening Services through Response to Intervention. Response to Intervention (RTI) is an approach employed by schools to improve academic outcomes for children who are struggling. The technique focuses on pinpointing students who may need help by providing appropriate interventions, which are closely monitored.

The new approach has derived from the problem solution advice found in Dale Carnegie’s book: How to Stop Worrying and Start Living. When a problem arises the initial response should not be to go to someone else for a solution. The problem should be analyzed to discover:
1. Why is this a problem?
2. What are the possible solutions to this problem?
3. What is the best solution of the options?
